A cover letter is a requirement for applying for a Schengen Visa. This wasn’t required of me, however, when I applied for my UK Visa. The cover letter basically states your intention to travel to the Member State/s and how long you’ll be staying in each Member State/s (a.k.a. your itinerary). Here’s a format for the Schengen sample cover letter I prepared:

I would like to apply for Schengen visa to cover my intention to travel to France and Italy from (insert date here) to (insert date here), with France as my main destination and point of entry.
My purpose of travel is tourism, to witness in actual the glorious sights, particularly the architecture and museums. I also look forward to experiencing the food, learning the European way of life from these two countries, and meeting new people.
I am applying through your honorable consulate because Paris will be the city of first entry and the total number of days in France is longer than in Italy as indicated in the following itinerary:

- E-ticket for my flight via Cathay Pacific for Manila- London (insert date) and Rome Manila (insert date)
- Hotel booking reservation as proof of accommodation
- Travel insurance with benefits coverage of 30,000 Euros

There you go. I found several samples of cover letters on the internet and this is what I came up with when I combined them. You can adjust the contents of the letter of course, depending on the information you’ll be providing in your application. I printed my cover letter on a letter size paper and signed it.
